DL 400C Certificate: The Pink Form and the One That Comes Next

The pink DL 400C proves a teen finished online driver education and goes to the permit appointment. The gold DL 400D comes after the 6 training hours and goes to the drive test.

The DL 400C is the California DMV's Certificate of Completion of Non-Classroom Driver Education: the pink certificate a DMV-licensed driving school issues when a teen finishes driver education online or by home study. Teens under 18 bring it to the DMV when they apply for an instruction permit. It is not the behind-the-wheel certificate. That one is the DL 400D, a gold form the driving school gives after all 6 hours of in-car training, and it goes to the drive test.

What is the DL 400C?

The DMV's order form for driving schools (form OL 400) lists the certificates a licensed school can issue. Three of them matter to families:

  • DL 400B: Certificate of Completion of Driver Education (classroom).
  • DL 400C: Certificate of Completion of Non-Classroom Driver Education (online or home study).
  • DL 400D: Certificate of Completion of Behind-The-Wheel Training.

The colors come from the DMV's Student License Manual (form DL 612), which describes the DL 400B as a blue form, the DL 400C as a pink form, and the DL 400D as a gold form. That is where the search term "pink DL 400C" comes from. The manual is dated 2012 and paper stock can change, so go by the form number printed on the certificate, not only the color.

Is the pink slip the same as the permit?

No, and this mix-up costs families a trip. The pink DL 400C is the paper you bring to get a permit. The permit itself comes from the DMV, at your appointment, after you pass the vision exam and the knowledge test. A teen with only the DL 400C cannot drive yet.

Even with the permit in hand, the handbook says a teen has to wait to use it until behind-the-wheel training starts with an instructor who validates it. So the order is: pink certificate, permit appointment, first lesson, then practice.

When do you need the DL 400C?

Teens from 15½ up to 17½ need proof of driver education to apply for a permit. The DMV accepts a Certificate of Completion of Driver Education, or a certificate of enrollment in an integrated classroom driver education and driver training program. The DMV's driver training page says to bring the certificate when you apply for your permit at a DMV office, and the Teen Driver Roadmap says the same.

A teen over 17½ but under 18 can get a permit without the driver education and driver training certificates, but cannot take the drive test until turning 18. Adults 18 and older do not need a DL 400C at all.

Who issues it, and how the DMV keeps track

Only a DMV-licensed driving school issues a DL 400C or DL 400D. The certificates are numbered, and schools order them from the DMV in books of 100. The DMV's Certificate Issuance Log (form OL 214) says every school is accountable for each certificate it receives and must record every one it issues in number order, with the student's full name and the date.

Two practical things follow from that. First, the school that issued your certificate has a record of it, which matters if the paper is ever lost. Second, the certificate is meant to be filled in by the school. The DMV manual tells schools not to let students complete information on certificates, and to sign them with an original signature. Do not write on, correct or alter a certificate yourself. If something is wrong, such as a misspelled name, ask the school to fix it.

  • Each student has their own record. Credits and certificates cannot be combined between siblings.
  • A certificate can be held while a balance, returned payment or payment dispute is unresolved, so settle any balance before the test date gets close.
  • We keep lesson and certificate records for at least 3 years after the last lesson.

Lost or damaged certificate

Start with the school that issued it, since it keeps the numbered record. For the DL 400C, that is your driver education provider. For a Stallion DL 400D, send us a note through Help & support in your account. An eligible replacement completion certificate requires identity and record verification and has a $125 reissue fee. There is no fee when we are correcting our own clerical error.

The easiest fix is prevention. When a certificate arrives, take a clear photo of it, check that the name matches the permit exactly, and keep the original in the same folder as the permit until test day.

Mistakes we see, and how to avoid them

  • The right paper at the wrong appointment. The DL 400C goes to the permit appointment. The DL 400D goes to the drive test. If you bring only one to a test, bring the DL 400D.
  • Assuming the online course means the teen can drive. The course leads to the permit test, and the permit only becomes usable once training starts. Book the first lesson soon after the permit.
  • Names that do not match. If the certificate, the permit and the identity document spell the name differently, sort it out before the DMV visit.
  • Leaving it at home. On drive test morning, pack the permit, the DL 400D, insurance and registration together. Our drive test checklist has the full list.
